About PNG

PNG is mainly methane – CH4 with a small percentage of other higher hydrocarbons. The ratio of carbon to hydrogen is least in methane and hence it burns almost completely making it the cleanest fuel. It is procured from the oil / gas wells and transported through a network of pipelines across the country.

Uninterrupted supply

PNG is being supplied through pipe 24X 7. PNG offers the convenience of ensuring continuous and adequate supply of PNG at all times, without any problems of storing gas in cylinders.

Unmatched convenience

The domestic consumers have to take upon themselves the trying task of booking an LPG cylinder refill, time and again. Then starts the wait for the deliveryman to deliver the cylinder. Switching over to PNG renders this entire exercise unnecessary. PNG also eliminates the tedious routine of checking LPG refill cylinder for any suspected leakage, or it being underweight, at the time of delivery. Moreover, the user is spared the inconvenience of connecting and disconnecting the LPG cylinder when out of gas. Precious space, occupied by LPG cylinders is also saved.

Safety

The combustible mixture of natural gas and air does not ignite if the mixture is leaner than 5% and richer than 15% of the air-fuel ratio required for ignition. This narrow inflammability range makes PNG one of the safest fuels in the world.

Natural gas is lighter than air. Therefore, in case of a leakage, it just rises and disperses into thin air given adequate ventilation. But LPG being heavier will settle at the bottom near the floor surface.

A large quantity of LPG is stored in liquefied form in a cylinder. With PNG, it is safer since PNG installation inside your premises contains only a limited quantity of natural gas at low pressure i.e. 21 millibar (mbar).

On leakage, LPG expands 250 times, which is not the case with PNG. Supply in PNG can be switched off through appliance valve (inside the kitchen) and isolation valve (outside kitchen premises), which fully cuts off the gas supply.

Billing

The user is charged for the quantity of PNG used with no possibility of any pilferage as the billing is done according to the meter. A unique feature is that the user gets to pay only after consumption of gas. The domestic consumer pays the PNG bill only once in every two months.

In case the consumption is less than 4 scm in a bi-monthly billing cycle, consumer is liable to pay minimum charges equivalent to 4 scm gas as per the gas rate during that period.

The user pays the gas consumption charges based on the exact consumption reading provided by the meter installed at his premises, subject to minimum quantity of 4 scm in a billing cycle. In case consumption in a bi- monthly billing cycle is less than 4 scm, consumer is liable to pay minimum charges equivalent to 4 scm value. The bill is delivered at the user’s doorstep. Environment friendly

Natural gas is one of the cleanest burning fossil fuels, and helps improve the quality of air, especially when used in place of other more polluting energy sources. Its combustion results in virtually no atmospheric emissions of sulphurdioxide (SO2), and far lower emissions of carbon monoxide (CO), reactive hydrocarbons and carbon dioxide, than combustion of other fossil fuels.

In fact, when natural gas burns completely, it gives out carbon dioxide and water vapour. These are the very components that we exhale!

No daily liasioning

The consumer is spared the task of liasioning with oil companies and co-ordinating with them for ensuring the daily supply of fuel, because PNG is supplied directly through pipes.

The daily bills, settlements and reconciliation are also avoided as the consumer is billed once in two months, and that too as per the meter reading.

No spillage and pilferage

In case of fuels like HSD and LDO, there are considerable chances of spillage and pilferage. In case of PNG these losses are invariably done away with, for PNG is supplied through pipes.

Customer needs to provide the following documents along with the application

  • Id proof (PAN Card/Voter Id Card/Driving License/Passport/Aadhar Card).
  • Address Proof(Electricity Bill/Telephone Bill/Copy of Sale Deed/Copy of Rent Agreement).
  • 1 Color Passport size Photograph
    The domestic PNG customer needs to deposit payment of INR 5000.00 in form of Cheque/DD/PO in favor of Meil.
  • An interest free refundable security of INR 4500/- per domestic connection towards the Security of equipment's and facilities defined in the PNGRB Regulations 2008.
  • A non-refundable payment of INR 500/- per domestic connection towards application processing charges
Terms and Conditions of Connection installation
  1. Installation Procedure
    1. Survey to assess feasibility of gas connection.
    2. Laying of MDPE after getting necessary permissions from the concerned civic authorities.
    3. Laying of vertical piping to provide connectivity to the registered customers
    4. Fitting and testing of GI/Copper pipe and meter.
    5. Conversion of LPG stove to PNG and activation of gas connection.
  2. Installation Charges
    1. Rs 4500 refundable security deposit submitted during registration includes up to 15 metres of GI/Copper Pipeline (excludes rubber pipe) as per PNGRB regulations.
    2. For excess service line requirement
      In case GI/ Copper Pipeline exceeds 15 metres, charges for the extra pipe length, as applicable are payable.
    3. Extension & Modification charges
      1. Second connection on the other floor shall be treated as a new connection.
      2. Extension on payment basis can also be provided for gas geysers depending on the feasibility, subject to a minimum charges as applicable.

Feasibility Criteria

CRITERIA FOR TECHNICALLY FEASIBLE DOMESTIC PNG CONNECTION

EXISTENCE OF MDPE

The laying of MDPE pipeline of the pipe shall be done in fulfillment of the following

  • A technically feasible area/locality/ society / building shall have provision to lay MDPE pipelines and its lanes shall have free accessibility for fire tender in case of any emergency.

    The under-developed slum areas, water-logging areas, places with soak pits, narrow lanes that do not have room for excavation and/or the narrow and/ or crowded lanes which prevent accessing the area in case of emergency and structurally unstable buildings shall be considered technically not feasible.

  • A technically feasible domestic PNG connection shall have provision for connecting the customer’s premises with the service MDPE line with the riser for the customers building.

    The connectivity service pipeline to customers building from the mainline should be possible without posing any hindrance or safety hazard.

    POSITION OF REGULATOR

    The regulator must be installed on a permanent structure like outside wall in area which is freely accessible and open to atmosphere.

    INSTALLATION OF SERVICE PIPE(GI/CU )

    The installation of the pipe shall be done in fulfillment of the following:

  • Pipeline route should not encompass any portion where pipe shall remain hanging after installation i.e., without any support. 3(b)- The support shall be a permanent structure like concrete wall. 3(c)- Pipe shall enter kitchen/ bathroom directly, without passing through any other room like living room, bedroom etc. However, any alternative open-to-atmosphere routes, regardless of the pipeline length involved, shall be acceptable. 3(d)-Pipe shall not enter the kitchen/bathroom from the roof ceiling but always through vertical walls. 3(e) - Pipe/ meter shall be installed at a minimum distance of 300mm from any electrical point/cable, cooking appliance or gas heater the vicinity of any electrical utility.

    CONCEALMENT OF SERVICE PIPE (GI/CU)

    Service pipe in full or part there of shall not be camouflaged in the customer’s premises and shall always be exposed or open to atmosphere.

    CUSTOMER OWNED PIPELINE

    Any customer owned pre-fit pipe is not acceptable i.e. technically unacceptable and cannot be used as IGL’s gas carrier.

    LOCATION OF METER

    The domestic meter shall be installed inside or outside kitchen at an open-to-atmosphere place, which is at a minimum distance of 300mm from any electrical point/cable, cooking appliance or gas heater. Furthermore, the location of the meter shall be such that it is easily readable to the meter reader and approachable for maintenance.

    LOCATION OF KITCHEN

    The location of kitchen shall be such that it has a provision of permanent ventilation of minimum size 35x35 sq. cm/ window or it may be a door-less kitchen.

1. What is Piped Natural Gas (PNG)?

2. Is there any Storage Space required for Gas inside the Society premise/ near the House?

No. there isn’t any storage space required; the Gas is transmitted via the Pipeline laid by MEIL.

3. Who owns and is responsible for laying the pipelines for PNG supply?

The Pipeline up to consumer’s kitchen is laid, owned and is the responsibility of MEIL. In case of damage to the equipment installed at customer’s premises by the customer, applicable charges shall be recovered before replacement/rectification from the customer only. Underground low pressure pipes (poly ethylene) are laid till the building, and from the bottom of the building to individual residence GI pipes are used for piping.

4. What is the Billing Cycle?

Billing Cycle is bi-monthly.

5. How is the Bill generated?

Bills are generated on the actual usage of the gas. The meter reader (MEIL authorized agency’s person) carrying a valid ID card would come to your home once in 2 months for meter reading or The customer can submit his meter reading with photo through Megha gas app or The consumer can also call up the customer care and communicate the meter reading or In absence of the actual meter reading, average/assessed bills will be generated.

6. What are the various Bill Payment modes?

Bill Payments can be done online through Megha Gas website or by downloading Megha gas app from google play store: A drop box will be installed in the Society Premises.

Cheques can be dropped in the box for PNG bill payment. Other payment options such as cash/cheque payments at HDFC bank and Cash, Card payments are accepted at local offices.

7. Are there any different instruments/ accessories that resident will have to purchase as the Gas supplied is Natural Gas and not LPG?

The conventional appliance can be adapted to the PNG network by changing the “Nozzles” only. These are provided by Megha Gas at no extra cost.

8. What if there’s a breakdown in the network due to govt. road repair work?

In case of breakdown, the same has to be communicated to the Emergency Team who will address the issue promptly. This team is functional 24 x 7. There’s regular patrolling done to avoid any kind of accidents due to leakages.

9. Is the supply of PNG regular?

Yes, the supply is absolutely regular. The pipeline distribution network is based on an on-line supply system that consists of safety valves and regulators that regulate the pressure.

10. What is a Domestic PNG connection?

A domestic PNG connection includes laying of pipeline network up to appliance along with necessary fittings, pressure regulator, meter and conversion of LPG appliance to PNG.

11. What is the time line for providing PNG Connection?

Upon the registration Megha Gas shall put its best efforts to lighten up the appliance of customer with Natural Gas within three months.

12. How Does Gas pipeline reaches to our house.

For various cities Megha gas gets the source natural gas through the main transportation pipe and receives it at city gate station and steel grid network is developed. To regularize the pressure of the gas, District Regulatory System is installed. Further a network of MDPE, is developed to reach to different societies and buildings etc. The regulator, followed by raiser with GI pipeline is installed which is connected to a meter. A copper pipe and further rubber tubing is done to get PNG reach to stoves.

13. What is the procedure for PNG Domestic Registration?

The Registration can be done in three ways

1) Online

The prospective customer will enquire online through Megha Gas website or offline by calling customer care for new PNG connection. Megha Gas authorized agency’s person visits the house to gather required information and documents.

2) Walk Inns/ Through Visit

Customer can visit to our camps, DMA Office as well as the Site office and can get the Printed forms for applying.

3) Through Visit of DMA/Company representative

The DMA/ company representative visits the customer house and provide them form(s). The filled forms along with the necessary documents & payment instrument(s) may be provided to that representative.

14. What is DMA?

DMA is a Direct Marketing Agency appointed by MEIL for registration & allied activities of Domestic Piped Natural Gas consumers in its authorized GAs.

15. What is the fee for Registration?

The domestic PNG customer needs to deposit payment of INR 5000.00 in form of Cheque/DD/PO in favor of Meil.

It is to be emphasized that Megha Gas or any of its authorized representative never accepts any payment through cash. The customer is requested not to pay cash in any circumstances. Further the customer is to be educated to obtain the receipts and preserves the same for any payment he/she has done to Megha Gas or its authorized representative.

16. What all documents are required for registration

Identity Proof (Any one of the following: Aadhar Card/PAN Card/ Passport/Voter Id Card/ Driving License/Ration Card) and Proof of ownership of the establishment (Copy of Sale Deed Agreement/Rent Agreement/Electricity bill/BSNL Telephone bill/Society Certificate etc.)

17. Is Piped Natural Gas, as a domestic fuel, better than LPG?

Yes, Domestic PNG is a safe, continues supply, economical, less cost of maintenance, no hassle for booking, storage space and underweight cylinders, payment as per the usage, environment friendly and convenient fuel.
No advance payment for consumption of gas, billing will be done once in two months based on consumption

18. Is PNG safer than LPG?
  • Flammable limit of Natural Gas (NG) is 5-15% with air whereas for LPG it is 2 to 10% with air.
  • Natural Gas is lighter than air. Therefore, in case of a leak, it just rises & disperses into air given adequate ventilation.
  • Auto Ignition Temperature of NG is 542˚C
19. What do you mean by Commercial PNG?

Requirement of Fuel for Commercial Units like hotels, restaurants, malls, shopping complex etc. can be categorized for commercial PNG

20. Is it required to change the LPG appliance for switch over to PNG?

PNG works on a cooking appliance just like LPG does. It is not required to change the appliance, with minor modifications LPG appliance can be easily converted to PNG.

21. What are the guidelines to surrender LPG

Customer may kindly take note of the provision of The Liquefied Petroleum Gas (Regulation of Supply and Distribution) order, 2000 as amended vide notification dated December 16,2013 which has mentioned of supply of LPG under Public Distribution System (PDS) i.e. subsidized to a PNG domestic consumer as 'prohibited activity. However, with LPG control order letter dated 09th January 2014 you can retain one LPG connection and the Government oil companies shall provide the refill at the non-subsidized rate.

22. What are the directives for Emergency?
  1. Turn off the valve available on gas line near PNG meter & regulator.
  2. Open all the doors and windows of the area.
  3. Immediately stop all the fire appliances.
  4. Do not on/off any electrical appliances.
  5. Cover the gas leakage point with a wet cloth.
  6. Do not use open flame.
  7. Keep away people from the leakage area.
  8. Do not get panic in case of emergency & stay away from the emergency area.
  9. Do not spread rumor in case of emergency.
  10. Immediately inform to MEIL regarding the emergency situation.
